Candidates often to think they need to receive their final grades before they can apply for a study permit. This is incorrect. Candidates can use their predicted grades to apply for a study permit.
Explain in your cover letter the timeline for your final grades and why you applied before you received them.
If your offer is conditional – that’s ok! The immigration officers will review your education strategy to build confidence that you’ll meet your admission conditions.
If your study permit is approved but you don’t meet the conditional offer…negotiate with the university.
